The objective of this assignment is to support SEMARNAT in developing a Strategic Analysis of Sectoral and Greenhouse Gas Coverage Expansion Options for Mexico"s ETS, generating technical, environmental and economic evidence to inform decisions regarding:
- the potential inclusion of additional sectors, subsectors and activities;
- the potential inclusion of greenhouse gases other than CO2;
- the definition of suitable points of regulation and liable entities;
- the possible maintenance, revision or differentiation of coverage thresholds;
- the environmental and economic effects of alternative coverage scenarios; and
- the sequencing and conditions required for the possible integration of additional sectors and greenhouse gases into the ETS.
The assignment is expected to provide SEMARNAT with a methodological framework and decision-making elements for assessing the expansion of ETS coverage; and a roadmap for the possible integration of prioritized sectors, activities and greenhouse gases into Mexico"s ETS.
