InnoPA: Supporting e-Government and Innovation in the Public Administration
Supporting eGovernment and Innovation in Public Administration (InnoPA) is a joint project implemented by the German Agency for International Cooperation (GIZ) in Egypt, on behalf of the German Federal Government, and in partnership with the Ministry of Communications and Information Technology (MCIT). The project aims to strengthen the capacities of the public sector and civil society to drive an inclusive and responsive digital transformation in line with European standards.
The InnoPA project implements a variety of interventions in the areas of institutional capacity building, innovation promotion, digital inclusion, and policy support. The project adopts the principle of "leave no one behind" to ensure that all segments of society benefit from the digital transformation process and enjoy an effective and responsive public administration.
The project has three pillars:
1) Support an inclusive, citizen-centered digital transformation of the public sector, the project aims to bridge the digital divide and increase the uptake of existing digital public services. To this end, collaborations with civil society organizations will be carried out to enhance the digital skills of both citizens and civil servants, alongside additional measures focused on strengthening institutional capacity.
2) promotes innovative solutions for the inclusive and citizen-oriented digital transformation of the public sector. A key part of this effort is the GovTech Innovation Programme, which accelerates startups and the creation of inclusive technological products that enhance government services and responsiveness to citizens' needs and
3) provides support for the development of forward-looking digital strategies and legal frameworks in emerging areas such as trust services, artificial intelligence, and data-driven decision-making, in line with EU digitalization standards.

EU-German Action Digital Transformation in the Southern Neighbourhood
The programme "Digital Transformation in the Southern Neighbourhood" was initiated in February 2026 and is co-funded by the European Commission Directorate General MENA (DG MENA), the German Ministry for Economic Cooperation and Development (BMZ), and the German Federal Foreign Office (FFO). The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been commissioned to implement the three project components and implements the activities from Germany, Spain and additional regional hubs. In partnership with governments in the region, the programme strives to accelerate the Southern Neighbourhood"s digital transformation through targeted support across three critical areas: cybersecurity, digital regulation, and digital skills.
The second specific objective on improved Prevention, preparedness and response of relevant stakeholders in the South-ern Neighbourhood with regards to cyber threats is pertinent for this tender. It comprises the following pillars:
1. Strengthened national legal frameworks and cybersecurity governance in line with international standards and frameworks for responsible state behaviour in cyberspace. Support will include technical assistance for the drafting, revision and implementation of national cybersecurity strategies, laws, and policies, in line with international frameworks and the EU"s Cybersecurity Strategy.
2. Improved operational capacities, such as prevention, preparedness and response, for cyber incident management and inter-agency cooperation. This includes hands-on training, development of operational procedures, provision of technical tools, and facilitation of simulation exercises to improve threat response and incident management.
3. Established community of stakeholders for sharing best practices and incident information at regional, trans-regional and international level. In this framework joint activities such as regional table-top exercises, joint threat analysis workshops, and mentorship programmes for mid-career professionals will be explored.

The increasing frequency and sophistication of cyber threats necessitate a collaborative approach to national cybersecurity1. This project, "Information Sharing Platform - Threat Intelligence-Driven Framework," defines the high-level scoping for a joint initiative in partnership with GIZ Egypt under the InnoPA Phase II program And the EU-German Programme: Digital Transformation in the Southern Neighbourhood.

2.2. Strategic Objective
The primary objective is to proactively strengthen national cybersecurity resilience by:
- Improving cyber threat detection capabilities through the design of a specialized Monitoring Center and strengthened capacities for technical staff.
- Enabling secure multi-sector information sharing via an integrated Information Sharing and Cybersecurity Analysis Framework (ISAF).
- Ensuring compliance with regulatory requirements and protecting critical national assets.

2.3. Institutional Guardrails & Sovereignty
- Advisory Mandate: GIZ provides high-level design, specifications, and capacity building based on EU and international standards.
- Sovereignty: The daily operation of the national cybersecurity infrastructure is the exclusive mandate of the Egyptian government. The consultancy provides blueprints and playbooks, while the government handles sensitive operations and data.
- Non-Technical Implementation: The scope covers design and advisory; it specifically excludes the development of custom software, proprietary source code, or the procurement of licenses.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.

All communication takes place in English via communication tool in the project area of the procurement portal.

GIZ asks the applicant or bidder to submit, complete or correct documents, within the framework laid down by law.
