Short description

Green Jobs in the Circular Economy in Colombia III (PREVEC III) is a technical cooperation project implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), in partnership with key Colombian national institutions including the National Planning Department (DNP), the Ministry of Environment and Sustainable Development (MinAmbiente) and the Ministry of Commerce, Industry and Tourism (MinCIT).

Colombia's transition to a circular economy represents both an urgent climate imperative and a significant opportunity for sustainable economic development. PREVEC III responds to this challenge by supporting the development and scaling of climate-friendly circular economy business models in three priority sectors: textiles, tourism and agrifood, while promoting the creation of green and greened jobs and strengthening the conditions for sustainable production and consumption at national and subnational level.

The project works across three interconnected areas: supporting companies to develop market-ready circular business models and access climate finance; facilitating technology transfer and innovation between German/European and Colombian partners; and translating project results into evidence-based policy dialogue at national and international level. It contributes to Colombia's Nationally Determined Contributions (NDC), the national climate finance agenda and international frameworks including the Paris Agreement, the UN 10-Year Framework of Programmes on Sustainable Production and Consumption and the EU Green Deal.
Results are tracked across five key dimensions: the regional scaling of circular economy business models beyond the main urban centres; small and medium-sized enterprises (SME) preparation for access to climate finance; the creation and verification of green and greened jobs with gender and vulnerability disaggregation; the application of circular economy innovations in Colombian enterprises; and corporate greenhouse gases (GHG) measurement and climate reporting. These dimensions are embedded in a results framework that links operational outputs to strategic outcomes, contributing to Colombia's climate commitments at national and international level.
PREVEC III builds on a decade of GIZ engagement in circular economy in Colombia and is implemented together public institutions, private sector associations and subnational governments.

Procurement (type and scope of service or specification of needs and requirements)

Description of services to be tendered: Operationalization of the circular economy in Colombia
Technical advisory services in support of Colombia's transition to a circular economy under PREVEC III Green Jobs in the Circular Economy in Colombia III. The assignment is structured around three Work Packages, each contributing to a coherent results framework that links business-level change to national climate and sustainability commitments.

Work Package 1 - Business Development, Value Chain Integration and Access to Finance
Support to circular economy business models in the textile, tourism and agrifood sectors through the development cycle, from business planning to market readiness and regional expansion. This includes facilitating value chain integration between SMEs and anchor enterprises, organising business matchmaking events across the three priority sectors, and developing company-level tools for GHG measurement and climate reporting. Preparation of SMEs previously identified by the GIZ and the - National Planning Department (DNP) through its Climate Finance Corridor for investment readiness; this includes conducting financial maturity assessments, diagnosing financing gaps, aligning business models with the eligibility and underwriting requirements of financial institutions, and accompanying companies through the application process until bankability requirements are met.

Work Package 2 - Technology Transfer, Innovation and Capacity Building
Identify and facilitate the application of circular economy innovations in Colombian enterprises across the three priority sectors, drawing on knowledge exchange formats developed in collaboration with German and European partners, including study visits, innovation workshops and hybrid training cycles. Building on existing partnerships with German and international institutions established under predecessor projects, company and stakeholder needs shall be channelled into demand-driven transfer formats and document innovation results for replication and scaling. In parallel, gender-responsive and inclusive capacity-building formats shall be developped (including measures targeting women and youth, persons with disabilities and digital learners) and formally institutionalize training programmes through agreements with national carriers such as National Training Service of Colombia (SENA) and Colombian universities, ensuring sustainability and ownership of results beyond the project period.

Work Package 3 - Impact Communication and Policy Dialogue
Develop and operationalize a monitoring system covering climate, gender and employment dimensions, including GHG measurement tools, a green job verification methodology and an interactive impact visualization platform. Support companies in applying corporate climate reporting tools and navigating Colombia's national climate reporting system. Drawing on this evidence base, produce a portfolio of communication products tailored to differentiated audiences -including policy briefs, infographics, podcast series and video content- and support the design and implementation of awareness campaigns on sustainable production and consumption. Project results shall be translated into policy-relevant narratives and strategic inputs for national and international dialogue, connecting PREVEC III's results to the relevant climate debate.
All services shall be implemented in a gender-sensitive and conflict-sensitive manner, reflecting Colombia's complex socio-political context and GIZ's safeguards requirements.
