Kurze Beschreibung

Brief description of the project:

The Multi-Donor Action "Dutere Intambwe - Improved self-reliance and self-determination
of refugees and host population in Kirehe District, Rwanda" is jointly co-financed by the
European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the BMZ project "Skills Development for Economic Transformation" (SD4T). SD4T is part of the BMZ Programme "Vocational training and sustainable growth for decent jobs".

The overall objective of the Action is to contribute to provide a regional multi-sectoral response for durable solutions to the Burundian refugee crisis in five countries of the Great Lakes region. The specific objectives (SO) of the Action are:
SO 1: Enhanced protection of Burundian refugees (women and men in all their diversity) in
Kirehe District, Rwanda.
SO 2: Strengthened resilience, empowerment and self-reliance of refugees (women and
men in all their diversity) and communities hosting refugees.

Within the scope of this assignment, the project requires technical expertise and support to implement the major part of the SO 2 of the EU Action, specifically Output 2.1: The access for Micro-, Small and Medium-sized Enterprises in selected value-chains to Business Development Services in Mahama camp and surrounding host communities is improved; and Output 2.2: The active labour market measures offered in Mahama camp and surrounding host communities are enhanced in a gender-responsive manner.

Beschreibung der Beschaffung (Art und Umfang der Dienstleistung bzw. Angabe der Bedürfnisse und Anforderungen)

Services to be provided by the contractor:

In close coordination with SD4T and its partners, the contractor contributes to the implementation of SO 2 of the EU Action and the relevant indicators on outcome and output level (see below).

All activities carried out for this purpose also contribute to achieving the module objective and its module objective indicator 4 and 5 of the BMZ results matrix as well as the underlying output 5 of which the contractor contributes to achieving the target values of output indicator 5.1 and is responsible for achieving the target values of output indicator 5.2.

Output 5 objectives, activities, and indicators reflect SO 1 and SO 2 of the EU Action. Therefore, output 5 is only being tendered partially (with regards to SO 2).

Relevant indicators of the SD4T EU logframe
Outcome (SO.2): Strengthened resilience, empowerment, and self-reliance of refugees (women and men in all their diversity) and hosting communities.

Outcome indicator SO.2.1: 33% of overall people benefiting of this measure having received an employment offer in the last 6 months (disaggregated by sex, age group, migration status and disability).
Outcome indicator SO.2.2: 65% of 250 MSMEs confirming (based on one concrete example) that the participation in BDS has improved their potential access to financial services (disaggregated by sex and disability of MSME owner, and migration status).
Outcome indicator SO.2.3: 40% of 500 participants of "Active Labour Market Measures" (self)-employed 6 months after having participated in the initiative (disaggregated by sex, disability and migration status).

Output 2.1: The access for MSMEs to BDS in Mahama camp and surrounding host communities improved.

Output indicator OP.2.1.1: 250 self-employed individuals and owners of micro and small firms benefiting from BDS with the support of the EU (disaggregated by sex, age, disability, migration status)
Output indicator OP.2.1.2: Not relevant for this assignment.
Output indicator OP.2.1.3: 20 service providers (BDAs) trained by the EU-funded intervention with increased knowledge and/or skills on responding to the specific needs and vulnerabilities in value chain development (disaggregated by sex)
Output indicator OP.2.1.4: 5 BDS providers having improved their offer of advisory service with the support of the EU.

Output 2.2: The ALMM offered in Mahama camp and surrounding host communities are enhanced in a gender-responsive manner

Output indicator OP.2.2.1.: 8 ALMM implemented with the support of the EU (disaggregated by target of measures).

Output indicator OP.2.2.2.: 500 job-seeking persons benefitting from ALMM with the support of the EU (disaggregated by sex, disability and migration status).

Output indicator OP.2.2.3.: 10 staff members of ALMM service providers trained by the EU-funded intervention with increased knowledge and/or skills to support jobseekers through inclusive, gender- and conflict-sensitive ALMM services (disaggregated by sex, disability and migration status)

Relevant indicators of the SD4T BMZ results matrix:

Module objective (Outcome): Pro-employment growth in Rwandan light manufacturing industry is aligned with the principles of inclusiveness, productivity and environmental sustainability.

Module objective indicator 5: 300 out of 500 self-employed or owners of micro, small or medium-sized companies, of which 150 women, 25 persons with a disability and 250 refugees, confirm using a concrete example, how their socio-economic situation has improved through legal, psychosocial or economic advisory services.

Module objective indicator 4: The employment situation of 1,230 individuals, of whom 850 are women in the supported clusters, has improved in at least one of the following cate-gories: a) New employment, b) Increased income, c) Formalisation of employment, d) Access to health, pension or accident insurance, e) Improved environmental and safety standards at work.

Output 5: Refugees and people from the surrounding communities of the Mahama Camp have access to improved offers to strengthen their economic participation. (All relevant activities of the total assignment are 100% attributed towards output 5.)

Output indicator 5.1: 1379 refugees in the Mahama Camp or persons from surrounding communities (including 874 refugees, 585 women, and 67 persons with disabilities) have taken part in socio-economic support services.
Output indicator 5.2: 5 start-up and business development support providers offer additional or improved advisory services on financial services or access to capital.

Work package 1: (part of EU Output 2.1): Improvement of existing Business Development Services (BDS)

This work package is crucial for achieving the EU outcome indicator 2.1 and the EU output indicators 2.1.1, 2.1.3 and 2.1.4. as well as BMZ output indicators 5.1 and 5.2. It focuses on improving BDS providers" (e.g. BDAs, chambers, associations) service offers and thereby supporting start-ups and existing MSMEs in specific value chains, namely (i) agro-processing, (ii) light manufacturing, and (iii) hospitality.

Work package 2: Enhancing gender-responsive Active Labour Market Measures

This work package is crucial for achieving EU outcome indicator 2.2. and EU output indicators 2.2.1, 2.2.2, 2.2.3 as well as BMZ module indicator 4 and output indicator 5.1. It aims at offering enhanced gender-responsive Active Labour Market Measures in Mahama camp and surrounding host communities. This includes training of job coaches on career counselling, jobseeker registration, identification of businesses with employment potential, the organisation of job fairs, and job matching services, as well as a "job desk" in Mahama Camp. Inclusion of women and persons with disabilities is a highly relevant element of this work package and needs to be considered when planning and implementing interventions.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
