Kurze Beschreibung

Building capacities to attract and manage climate finance has been identified as a priority area of development cooperation between the German and Ugandan governments.

GIZ Uganda's Energy and Climate Cluster, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to support the Ugandan government to enhance its means of implementation for climate action. Specifically, GIZ looks to strengthen the capacity of the Climate Finance Unit of the Ministry of Finance, Planning and Economic Development of Uganda, for the development of bankable projects that can mobilise climate finance at different scales, to meet the Country's national climate change targets.

It is against this backdrop that GIZ Uganda's Energy and Climate Cluster seeks a qualified firm that can support with the implementation of the listed tender and work towards the overall objective of enhancing the capacities of the Ministry of Finance, Planning and Economic Development (MoFPED)/Climate Finance Unit (CFU) and other sectoral ministries to mobilise both international and domestic climate finance to support climate action in Uganda.

Beschreibung der Beschaffung (Art und Umfang der Dienstleistung bzw. Angabe der Bedürfnisse und Anforderungen)

Uganda will be severely affected by climate change with temperatures projected to rise between 1.5 and 3.5 °C by 2080, compared to pre-industrial levels. It is also predicted that future dry and wet periods will become more extreme. According to the ND-GAIN Matrix, Uganda is the 14th most vulnerable country to climate change and the 163rd most ready to improve its resilience to climate change.

Climate finance is one of the key enablers to implementing climate action. To achieve the climate adaptation and mitigation targets outlined in Uganda"s updated NDC, it is estimated that the country will require USD 28.1 billion of climate finance by 2030. In a bid to enhance mobilisation to meet the required climate financing needs, the Ministry of Finance, Planning and Economic Development (MoFPED) created the Climate Finance Unit (CFU) in 2023.

MoFPED/CFU intends to build a pipeline of fundable and bankable initiatives that can mobilise public and private climate finance and support the implementation of adaptation and mitigation actions in Uganda. In view of this, GIZ Uganda's Energy and Climate Cluster, on behalf of the Government of Germany, seeks a qualified firm that can provide technical experts to work closely with MoFPED/CFU and other sectoral ministries on the development of projects to mobilise climate finance.

The specific objectives of this tender are:

a) To support MoFPED/CFU in the advancement of high-quality climate finance project and programme proposals that are ready for implementation and contribute to the achievement of Uganda's adaptation and mitigation goals.

b) To strengthen the technical, regulatory, and financial capacity of Ugandan government stakeholders by having contracted experts work closely alongside them on climate finance project development.

To work towards achieving the objectives of this assignment, the firm will undertake the following five outputs:

1. Work plan outlining the tasks to be undertaken in the assignment.
2. Strategic and technical guidance to MoFPED/CFU on evaluating and prioritising the existing project/programme pipeline.
3. Project/programme development and proposal writing.
4. Validation workshops and stakeholder consultations for project proposals to secure buy-in and incorporate feedback from relevant stakeholders.
5. Hands-on "mentorship trainings" on project/programme proposal development for Ugandan stakeholders targeting a number of funding sources including MDBs, GEF, GCF, AF, among others.

For this assignment, the Government of Uganda has prioritised climate change projects/programmes led by Ugandan Government Agencies in the energy (renewable energy, clean cooking, climate proofing electricity transmission infrastructure, and energy efficiency in the industrial/transport/residential sub-sectors) and agricultural (climate-smart agriculture, strengthening water harvesting, promoting agricultural [livestock] diversification and climate-resilient capture fisheries) sectors.

The assignment will involve several activities that span over a period of 20 months. The contracted experts will work very closely with MoFPED/CFU & pertinent sectoral ministries and agencies and will report to GIZ for contractual issues. The contracted experts will be coordinated by a GIZ-contracted national advisor. Accordingly, the contracted experts will provide quarterly reports to MoFPED/CFU and GIZ. The contractor is at liberty to also apply for this assignment as a consortium with one firm acting as the lead agency.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
