This consultancy is part of the GIZ project "Governance in the Education Sector in Lebanon (EDU GOV)," funded by BMZ. The project aims to improve decentralized and digital education governance in Lebanon by enhancing institutional capacities, communication structures, and promoting gender-responsive governance.
Focus:
The consultancy falls under Output 2, which emphasizes gender-responsive, target group-specific capacity development in education governance.
Objective:
Contribute to the module goal: improved decentralized, digital governance in Lebanon"s education system.
Key Indicator:
84 out of 120 participants from educational institutions (21 men) confirmed that training improved communication and decentralized management efficiency.
Output 2 Indicators:
- One gender-responsive capacity development needs analysis completed in collaboration with MEHE, 4 REOs, 9 schools, and other stakeholders.
- 120 people (30 men) complete MEHE-certified training aligned with institutional and gender-transformative goals.
- Reference to earlier training (20 participants) under GIZ SUFA project (2019-2024).
Work Packages:
1. Needs Analysis (WP1):
- Conduct an analysis of gender-responsive capacity needs at MEHE, 4 REOs, and 9 public schools.
- Focus areas: leadership, crisis-responsive management, administration, communication, digital skills, and gender equality.
- Gender-responsive: considers specific needs of men and women, especially in leadership roles.
- Crisis-responsive: addresses risks like conflict, unrest, and climate change.
- Coordination with stakeholders; MEHE selects participants; minimum of 2 participants per REO and school.
2. Capacity Development Implementation (WP2):
- Design and deliver training based on WP1 findings.
- Two delivery options:
a) Training of Trainers (ToT): Identify and train master trainers to cascade knowledge.
b) Direct Training: Contractor delivers sessions directly.
- Topics: change management, inclusive leadership, crisis-responsive governance, digital tools, equity.
- Responsibilities include tool development, interactive methods, and outcome monitoring.
- All materials must align with MEHE standards and be approved by MEHE (or CERD for schools).
3. On-the-Job Coaching (WP3):
- Provide tailored coaching to MEHE, REO, and school staff, focusing on applying learned skills.
- Coaching includes one-on-one sessions, observational support, feedback, and hands-on help.
- Special focus on encouraging female leadership and supporting gender equity.
- Coaching is to be practical, role-specific, and responsive to real-time challenges.
