We kindly apologize - one bidder noted correctly one inaccuracy in the technical assessment grid. Originally 2% were entered for criterion 1.7 Other requirements. However, no points are given for 1.7 in our case. Therefore, we corrected the technical assessment grid accordingly and uploaded it to the procurement portal.

1. When will the workshop take place? 31 of September does not exist.

Answer:We don't yet know exactly when the workshop will take place. We expect it to be end of September/beginning of October 2025.

2. Will the in-person interviews in India / Delhi be conducted shortly before the workshop?

Answer: The contractor may decide when the in-person interviews will take place.

3. Is application via a consultancy company or as ARGE necessary or can the second consultant be subcontracted via a contract according to German law?

Answer: All options are acceptable.

Dear Bidders,
Below find our answers to following bidder questions:

1. The tenderer is supposed to suggest 2 experts, correct? I ask this question because the main document mentions three times that "No additional key experts or expert pools are envisaged for this assignment" (page 9 and page 10).

Answer: The tenderer is required to offer one team leader and one key expert.

2. There is only one travel of the two experts planned for in chapter 2, tasks and milestones - to facilitate the MEL workshop. However, the table in chapter 5, costing requirements, lists 4 international travels to Delhi, 2 for each expert. How many travels are to be planned for?

Answer: Sorry for the inaccuracy. One round trip is planned for each expert.

3. Is it possible to extend the stay in India to a week? This would it make much easier to conduct interviews and plan the MEL workshop, and it would rather justify the long flight if there are six days in India instead of three.

Answer: We agree to this proposal, which is why updated the specifications of inputs in the TOR accordingly. Please find the same in the procurement portal.

4. Is it possible to suggest an Indian expert/consultant instead of a second German one? From my experience it would make a lot of sense to engage a local expert who knows the relevant Indian government officials well and is aware of Indian policies and the technical and cultural background. The project could save money on travel costs and extend the presence of the German expert in India.

Answer: We agree which is why we revised the travel expenses accordingly..
