To be provided are strategic, technical, and operational support to strengthen electromobility deployment in Mexico. The approach combines regulatory development, infrastructure planning, institutional coordination, and knowledge transfer, ensuring a coherent and scalable transition toward low-emission mobility systems.
The activities will be structured under three core work packages:
Work Package 1: Policy, Regulation and Technical Standards for Electromobility
This work package focuses on establishing a coherent and harmonized regulatory framework to enable large-scale adoption of electromobility in Mexico. It aims to develop a National Roadmap for E-Mobility Standards and Regulations, serving as a strategic reference for federal and subnational authorities.
- Development of a national regulatory framework aligned with international best practices
- Definition of technical standards for charging infrastructure, vehicles, and system interoperability
- Establishment of "EV-ready" requirements for buildings and urban infrastructure
- Development of operational, safety, and maintenance standards for electric fleets
- Definition of battery lifecycle management, including second-life and recycling protocols
- Design of interinstitutional governance mechanisms for regulatory coordination
This work package will result in a comprehensive White Paper consolidating regulatory recommendations, technical standards, and implementation pathways.
Work Package 2: Multilevel Governance and Implementation of Electromobility
This work package focuses on operationalizing electromobility policies through coordinated actions across federal, state, and local levels.
- Implementation and operationalization of the National Electric Mobility Strategy (ENME)
- Development of state-level electromobility strategies and implementation roadmaps
- Design of regulatory harmonization frameworks across jurisdictions
- Identification of financing mechanisms and business models for fleet electrification
- Development of infrastructure planning guidelines and project pipelines
- Integration of electromobility into climate policy instruments (NDC 3.0)
This work package ensures that national policy objectives are translated into actionable measures and scalable projects.
Work Package 3: Capacity Development, Training and Knowledge Transfer
This work package focuses on strengthening institutional, technical, and operational capacities across stakeholders involved in the electromobility transition.
- Design and implementation of training programs for public and private sector actors
- Development of an online course on electromobility planning and implementation
- Organization of workshops, webinars, and knowledge exchange events
- Development of communication and knowledge products (guides, infographics, policy briefs)
- Facilitation of stakeholder engagement and intersectoral dialogue
This work package ensures that knowledge generated in the project is effectively transferred and institutionalized.
