The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region.The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services.By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries.The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.
The project aims to demonstrate secure, cross-border digital interactions, aligned with EU standards, including eIDAS 2.0.The work is structured in three phases:Phase 1: Inception and Review - Establish a common understanding, review prior assessments, identify gaps, and prepare a detailed roadmap. This ensures all legal, technical, organizational and institutional preconditions are in place for co-development.Phase 2: Technical Design, Co-Development, and Deployment - This phase focuses on the co-creation, design, and development of the regional prototype for selected cross-border e-services, ensuring interoperability and alignment with EU frameworks such as eIDAS 2.0 and the European Digital Identity Wallet initiative. The contractor will facilitate technical collaboration in developing the prototype and test it under controlled and live conditions.Phase 3: Evaluation, Reporting, and Capacity Building - Capture lessons learned, document technical solutions, and provide training to WB6 institutions. A final evaluation and scalability roadmap will guide replication, extension to additional services, and integration into national digital strategies.The project strengthens regional cooperation, builds institutional and technical capacities, and provides a replicable model for cross-border e-services. It contributes to a digitally integrated Western Balkans, improving access to efficient, user-centered public services and fostering closer alignment with the EU Digital Single Market.
