This tender procedure calls for actions to assist with the project"s implementation, specifically to strengthen the technical capacities of the Financial Action Task Force of Latin America (GAFILAT) and the GAFILAT Asset Recovery Network (RRAG) for asset recovery and the exchange of best practices in Latin America, related to two work packages: (i) Studies and assessments to identify risks and patterns in the fight against illicit financial flows, money laundering, and terrorist financing, as well as working documents; and (ii) Capacity building in the fight against illicit financial flows, money laundering, and terrorist financing, as well as the identification, recovery, and management of assets. It is important to note that, for work package two, e-learning courses, meetings of GAFILAT and RRAG member states, and internships are expected to be conducted. It is important to note that the bidder"s entire implementation must incorporate a gender perspective; for example, gender differences in the emergence, use, and combating of illicit financial flows can be considered to identify risks and patterns-such as in human trafficking, illegal mining, and cybercrime-or other issues related to the fight against illicit financial flows, and integrate them into national and regional strategies or approaches.
In summary, the service includes the preparation of studies, assessments, guidelines, and protocols, as well as the development of internships and courses. In addition, the service provider is expected to contribute to results-based monitoring of the project and to ensure the sustainability of these measures in order to strengthen the management of GAFILAT and its member states.
