On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ has been implementing the digital learning platform atingi from 2019 to 2025. The platform provides a state-of-the-art, multilingual, and GDPR-compliant digital learning environment that is free of charge for learners aged 16 and above from GIZ partner countries in Latin America, the Middle East and North Africa, Sub-Saharan Africa, Asia, and Eastern Europe. It offers an effective, scalable, and sustainable solution for digital learning.
The platform hosts over 300 public courses in topics such as Artificial Intelligence, digital skills, entrepreneurship, tourism, and health. GIZ projects can develop their own digital content for the platform or adapt existing resources. The platform"s core technology is a website with multiple subdomains and a Moodle-based Learning Management System (LMS), currently operating on Moodle Workplace 4.1. A migration to Moodle Workplace 4.5 is planned in 2025. Integrated tools include BigBlueButton (webinars), H5P (authoring), tenancies, communication features, and various plug-ins. The LMS supports training, certification, and knowledge-sharing functions.
From 2026 onwards, atingi will be offered as a GIZ-wide internal product, available to all GIZ projects. While use remains free for learners, services for internal partners will be subject to internal charges. In preparation for this transition, the current phase focuses on standardizing the product and service portfolio, aligning processes with GIZ data protection and information security regulations, and ensuring a smooth onboarding and procurement process for all interested GIZ projects (hereafter referred to as "partners").
To support this transition, the atingi team is commissioning a contractor to regularly assist with operational and strategic tasks through a combination of planned and flexible work assignments. Tasks will be clearly defined, with expected goals, deliverables, and methods. Regular coordination meetings between the contractor and the atingi team will ensure progress tracking, real-time alignment, and responsive adaptation to evolving priorities.
The contractor will be responsible for maintaining a structured worklog documenting each task, including completion status, timing, and a brief summary of the approach taken. The contractor will work with one or two main contact persons from the atingi team. Other team members will join for clarification or collaboration where needed.
The assignment is structured around the following three work packages, which must be addressed in full.
A) Work package 1: Collaboration management and offboarding
Objective: The core objective of this work package is to ensure effective coordination, strategic alignment, and quality assurance throughout the collaboration with the atingi team, supporting adaptive implementation, smooth transitions, and sustainable knowledge transfer.
B) Work package 2: Service portfolio development and management
Objective: The key objective of this work package is to provide expert guidance, research, and hands-on support to enhance atingi"s eLearning offerings by advising on eLearning best practices, scoping and implementing new platform features, maintaining atingi owned courses and developing multilingual support materials for partners and learners.
C) Work package 3: Quality assurance and partner and learner support
Objective: The core objective of this work package is to conduct regular quality assurance testing for courses to be published on the atingi platform as well as providing support to partners and learners upon demand.
The contractor is expected to bring expertise in eLearning, particularly with Moodle-based platforms, and demonstrate experience in collaborative, user-focused service delivery. The successful delivery of this contract will support the platform"s continued development as a standardized, high-quality digital learning solution within GIZ.
