The project "Alternative Approaches to Financial Inclusion of Small and Medium Enterprises (SME) II" (A-FIN II), implemented by GIZ on behalf of the German Federal Ministry for Economic Coopera-tion and Development (BMZ), aims to improve the access of micro, small and medium-sized enterpris-es (MSME) and start-ups to inclusive sustainable financial services. Affordable financial services play an important role in enabling MSMEs to manage or mitigate financial losses due to external impacts, such as the consequences of war or climate change, and build resilient, sustainable livelihoods. These services are critical for building financial resilience, particularly amid the dual challenges of climate change and political instability. By supporting local financial institutions (FIs) in developing and institutionalizing green and inclusive financial services, the project contributes to long-term private sector development, environmental protection, and social equity. The project directly supports the im-plementation of the Palestine Monetary Authority's Sustainable Finance Roadmap and contributes to improved competitiveness of Palestinian MSMEs through tailored financial products and services, including those targeted at women-led businesses.
A-FIN foresees to strengthen the capacities of the regulatory authorities Palestine Capital Market Au-thority (PCMA) and Palestine Monetary Authority (PMA) in order to improve the framework condi-tions for inclusive sustainable financial services. In addition, A-FIN is aiming to support Palestinian financial actors to adapt their processes and products to the needs of the target group and facilitate the development and piloting of inclusive sustainable financial solutions. It also aims?to?improve?the framework conditions for the supply and usage?of financial technology (fintech) incorporating sustaina-bility and inclusivity aspects.???
The tender seeks a qualified contractor to support 4 to 5 Palestinian financial institutions (PFIs) in institutionalizing sustainable banking practices. The services include developing E&S (environmental and social) strategies, implementing E&S risk management frameworks, designing and piloting green financial products for MSMEs, and establishing non-financial disclosure systems. The assignment also includes internal capacity building for banks and a sector-wide dissemination of best practices. The contractor is expected to implement tailored technical assistance packages, produce strategic guidance on sustainable banking, and organize high-level dissemination events. The assignment will be implemented over 17 months (Dec 2025 - May 2027) and includes three main work packages: project inception, institutionalization of sustainable banking practices, and dissemination of results. The goal is to adapt have 4 to 5 adapted / new green financial services piloted that improve access to finance for MSMEs and support green economic growth in Palestine.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

The technical assessment is only based on reference projects with a minimum commission value of 250,000.00 EUR.2. At least 05 reference projects in the technical field of green finance capacity development of banks, and at least 01 reference project in the technical field of E&S risk management, and at least 02 reference projects in the technical field of development of green financial products with banks AND among these technical references, at least 02 reference projects in the MENA region and 01 reference project in the MENA region outside the "Gulf Cooperation Council" countries, all of them in the last 36 months.
EN-C1: Economic and financial standing (Mit dem Angebot; Mittels Eigenerklärung): Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 1,300,000.00 EUR.
