For more than 60 years, GIZ has been working jointly with partners in India for sustainable economic, ecological, and social development. The Government of India has launched numerous initiatives to address the country"s challenges, and GIZ is contributing to some of the most significant ones.
Various bilateral and develoPPP projects have been undertaken by GIZ in vocational education and training (VET). These programmes work closely with stakeholders, such as state and central government bodies/ministries, donor organisations, private sector partners, not-for-profit organisations.
Since 2019, the monitoring tool "Digital Skills Monitor" was used by GIZ India VET components. The tool will phase out in 2025. To have a permanent set-up to support and monitor the ongoing VET-related activities of all projects within the GIZ India country portfolio, a new web-based monitoring tool is required.
A web-based monitoring tool for the VET activities implemented by GIZ India on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) is the subject-matter of this tender. It is supposed to technically support the reporting process and enable the management and aggregation of results in a software-as-a-service (SaaS) system. The tool should be based on existing, proven software that has already demonstrated its effectiveness and usability.
The monitoring tool should support the following needs to a maximum extent:i. indicator-based monitoring of GIZ India"s BMZ results matrices and for organising indicators according to such logframe structures. It must be able to include and process different types of indicators, including disaggregation according to their definitionii. separating and connecting data tables in a relational data baseiii. flexible analysis of interlinked dataiv. processes to enter and edit data v. processes for a quality control of newly entered datavi. present data in dashboards, including options to visualise data vii. export data for further processing and analysisviii. select and export data for reporting by choosing specific variables and data sets from various tables ix. user management system that allows for assigning users to different data sets x. open to flexible adaptations to future arising needs (due to, e.g., changes in indicators or data collection, additional requirements for data analysis or reporting)xi. accessible web-based, worldwide, also with low-bandwidth internet connection, with a high level of reliability and data securityxii. hosted and maintained by the provider with a high level of reliability and data security. The technical setup (including server location) and the processes need to be compliant with EU GDPR and GIZ requirements regarding data protection and IT security.xiii. service level agreements
