The ProForêt project aims to establish the key conditions necessary to enable the promotion and effective implementation of the reforestation and agroforestry measures by the private sector, local authorities and civil society in rural areas. Its capacity-development strategy involves a multi-level and multi-actors' approach. The strategy relies on the economic, regulatory and institutional conditions as well as the professional and technical skills of its target groups at national, regional and local levels.The project envisages, on one hand, the development and introduction of profitable (agro)forestry value chains (VCs) and other hand, strengthening cooperation between public and private stakeholders. In addition, the project also plans to improve the legal framework and support the implementation of incentive mechanisms to promote private investment initiatives in forestry and agroforestry. Furthermore, to ensure quality, compliance and sustainability, the project intends to strengthen capacity of ministry MINEF decentralised services unity, as trainers, advisors and supervisors to support foresters and civil society groups in the development of forestry activities. The project also intends to build the capacity of local authorities to develop an appropriate land- use planning and effective investment promotion in forestry, wood and non-timber forest products (NTFPs).The Project is divided into four (4) components:- Component 1 that aims to develop and promote sustainable value chains for forestry and (agro)forestry products, with the goal to boost private investments in reforestation and commercial tree plantation. - Component 2 that aims to improve the regulatory framework for sustainable private management of forests and wood in rural areas.- Component 3 that aims to improve the advisory and extension capacities of the decentralised services and staff of the Ministry of Water and Forests (MINEF).- Component 4 that aims to enhance the involvement of local authorities and civil society organisations in promoting best practices and encouraging investments in agroforestry and forestry in rural areas.
GIZ is seeking to contract an international service provider to deliver "Technical support for the promotion of agroforestry, forestry and wood value chains in Côte d'Ivoire". The services are organised into 3 outputs: 1: Development of value chainsThe service provider will be responsible for strengthening the technical, managerial and organisational capacities of enterprises operating in the forestry/wood sector. it will enhance the collaboration between the private sector and vocational training centers via the implementation of dual and further training in the forestry and carpentry or wood technology section.The service provider will also put in place a strategic intervention to promote the inclusion of women in the woodworking and forestry profession. Furthermore, the service provider will be responsible for stimulating private investment in rural forestry by the development and promotion of economically viable forestry and agroforestry models.2: Capacity-building for MINEF staffThe service provider will provide various training to build the advisory and extension capacities of MINEF's decentralised staff in their role of supporting the foresters and wood processors in rural areas. The service provider will also support the Ministry MINEF in developing and implementing awareness-raising and support strategy to promote private forestry and reforestation in rural areas.3: Strengthening the engagement of local authorities and civil society groupsThe service provider will conduct various feasibility studies on the creation and development of local infrastructures in order to promote innovation in the forest/wood sector. The service provider will also enhance the cooperation between operators of the forest related value chains, such as forest/wood clusters and central depots for the sale of round and sawn timber. Finaly the service provider will support and strengthen the organizational capacity of professional associations to ensure their effective participation and engagement in the public-private dialogue in the forestry/wood sector.

The technical assessment is only based on reference projects with a minimum commission value of 500,000.00 EUR.2. At least 2 reference projects in the technical field "Strengthening the managerial and technical capacities of private and public sector operators in forestry and/or wood processing" and at least 2 reference projects in the technical field "Promoting private investment to bring the forestry and wood sector up to technical standards and develop commercial forestry in rural areas" and at least 1 reference project in the African region in one of the technical sectors mentioned above in the last 36 months.
EN-C1: Economic and financial standing (Mit dem Angebot; Mittels Eigenerklärung): Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 5,000,000.00 EUR.
