The project "Strengthening regional collaboration to protect the Selva Maya in Belize, Guatemala and Mexico", financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), is being implemented by the Deutsche Gesellschaft für Internationale Zuammenarbeit (GIZ) GmbH since 06/2024. The project focuses on the following areas:
1. It advises governments and conservation area authorities in Guatemala, Mexico and Belize on policy and monitoring tools aimed at providing better protection for the Selva Maya.2. It advises the relevant authorities on how to combat forest fires, forest conservation, measures to prevent the prohibited extraction of flora and fauna and climate-related health problems.3. It builds partnerships with the specialist agencies and training organisations which implement these approaches to restoring the forest landscape of the Selva Maya and adapting it to climate change.4. It works with the private sector to mobilise additional means for conserving the forest and biodiversity and supports local small and medium-sized business in their efforts to market sustainable products from the Selva Maya.
The project "Strengthening regional collaboration to protect the Selva Maya in Belize, Guatemala and Mexico" is seeking a consultancy firm that assures the duly implementation of the "country package" Belize. The services to be tendered include policy/technical advice, training, technology transfer, knowledge management along four mayor workstreams: forest and biodiversity governance, management of threats to forest and biodiversity resources, restoration of forest landscapes and co-operation with the private sector for sustainable forest protection and use. The tender includes the implementation of a M+E system and exchange formats at regional level (with Guatemala and Mexico).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
Environmental protection and climate action (climate change mitigation/adaptation)The tenderer is required to outline in the tender how it can prevent negative impacts on the environment and the climate in its area of responsibility and, in addition, how it can contribute to improving the environmental and climate situation through corresponding measures (see also relevant requirements in section 2.5).
Gender equalityThe tenderer is required to outline in the tender how it can prevent negative impacts on gender equality in its area of responsibility and how it can contribute to improving gender equality through corresponding measures (see also relevant requirements in section 2.5).
Conflict and context sensitivityThe tenderer is required to outline in the tender how it is planning its activities in the context of conflicts or violence and what specific measures it has adopted for conflict- and context-sensitive implementation (see also relevant requirements in section 2.5).
Human rightsThe tenderer is required to outline in the tender how it can prevent negative impacts on the human rights situation in its area of responsibility and how it can contribute to improving the human rights situation through corresponding measures (see also relevant requirements in section 2.5).
According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
All communication takes place in English via communication tool in the project area of the procurement portal.
GIZ asks the applicant or bidder to submit, complete or correct documents, within the framework laid down by law.

EN-B1: Technical and professional ability (Mit dem Angebot; Mittels Eigenerklärung): 1. The technical assessment is only based on reference projects with a minimum commission value of 300,000 EUR.2. At least 2 reference projects in the technical field "Forest protection and/or Forest restauration and/or Biodiversity protection" and thereof at least 1 reference project in the region Central America in the above-mentioned technical field in the last 36 months (deadline: date of publication of invitation to tender).
EN-C1: Economic and financial standing (Mit dem Angebot; Mittels Eigenerklärung): Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 400,000 EUR.
EN-B2: Technical and professional ability (Mit dem Angebot; Mittels Eigenerklärung): Average number of employees and managers in the last three calendar years, at least 5 persons.
