Kurze Beschreibung

Algeria's economy has experienced steady growth since 2021, but further diversification is essential to create sustainable employment opportunities, especially for the country's youth. With approximately 43% of Algeria's population under the age of 24, the labour market faces significant challenges in absorbing new entrants and providing viable career prospects. This is particularly true for young women, whose participation in vocational training remains limited, and whose employment rate, at around 17%, is among the lowest globally.
To address these issues, the project supports the Algerian vocational education and training (VET) system in strengthening the employability of young people, particularly in promising green and digital sectors such as renewable energy, IT, and refrigeration/air conditioning. The project is implemented in close cooperation with key national stakeholders, including the Ministry of Vocational Education and Training (MFEP), vocational training institutes (INSFP, INFEP), vocational school personnel, and the private sector.
The project operates across three strategic action areas:
1. Strengthening cooperation between public VET institutions and the private sector:
- Establishment of a digital exchange platform to enhance dialogue and cooperation between vocational institutions, the private sector, and learners.
- Capacity development for vocational institute staff to design and implement concrete cooperation mechanisms such as internships and training for in-company instructors.
- Strategic and technical advisory services for MFEP and selected institutions to scale and institutionalize cooperation models across various sectors.
2. Improving the quality and labour market orientation of vocational training:
- Updating training modules in selected long-term VET programmes through collaboration with excellence centres and enterprises.
- Developing short-term upskilling programmes for targeted sectors.
- "Training of Trainers" approaches to strengthen teaching staff capacities, including digital learning content.
- Advisory support to relevant institutes in improving teacher training systems and conducting tracer studies to assess graduates' labour market integration.
3. Promoting participation in labour-market-oriented training programmes, especially for women:
- Development of digital learning modules and support for the implementation of attractive, gender-sensitive training programmes.
- Advisory support to MFEP in expanding its digital learning infrastructure, including the establishment of the E-Learning Lab at INSFP El Rahmania as a pilot centre of excellence for ICT and e-learning.
- Awareness-raising and career guidance measures to encourage more young women to engage in vocational training.
By modernising the vocational training system, strengthening links with the labour market, and promoting inclusive access-particularly for women-the project contributes to enhancing employment prospects for Algerian youth and supporting a more resilient and future-oriented economy.

Beschreibung der Beschaffung (Art und Umfang der Dienstleistung bzw. Angabe der Bedürfnisse und Anforderungen)

The contractor will support the implementation of five interlinked work packages that aim to improve employability, particularly for young women, by modernizing Algeria's vocational training system, strengthening links with the private sector, advancing digital integration, and promoting gender equality. All tasks contribute directly to key project outputs and module indicators, with a focus on scalability, sustainability, and stakeholder ownership.

Work Package 1: Enhancing Cooperation between TVET Institutions and the Economy
This work package focuses on improving structural collaboration between vocational training institutions and the private sector. The contractor will enhance the functionality and outreach of the multi-sector digital exchange platform developed in Phase 1, which facilitates communication and coordination between TVET institutions and companies. The platform enables transparent access to information on training offers and participating businesses, thereby improving the alignment of vocational education with labor market needs.
The contractor will develop a scalable growth strategy and a targeted communication plan to expand the platform's reach. Tailored capacity-building trainings will be designed and delivered to MFEP staff, equipping them to manage and further develop the platform independently.
The contractor will facilitate dialogue formats between stakeholders and support the design and piloting of formal cooperation agreements between companies and TVET institutions, specifying mutual roles, responsibilities, and monitoring mechanisms. A benchmarking study of international best practices will guide this process.

Work Package 2: Development and Modernization of Training Programs
The contractor will develop and/or modernize four TVET training programs aligned with labor market needs and in coordination with national stakeholders and sector-specific companies. Likely fields include:
1. Energy-efficient refrigeration and air conditioning
2. Renewable energies
3. ICT
4. Green and digital entrepreneurship
The training programs must be competency-based, practically oriented, and suitable for various qualification levels (e.g., CAP, BTS). They should reflect sustainability principles, integrate climate awareness, and incorporate modern digital tools and learning methods.
The contractor will organize strategic workshops with key stakeholders to assess training needs and develop curricula accordingly. This includes designing concepts, learning materials, and teaching guides that are scientifically up to date and tailored to specific target groups. Close collaboration with Algerian partners is essential to ensure ownership and long-term integration into the national vocational education system.

Work Package 3: Implementation of Practice-Oriented Teacher Training Programs
To ensure effective delivery of the new training programs, the contractor will design and implement teacher training programs that strengthen the technical, pedagogical, and digital competencies of vocational instructors. These blended-learning programs will use interactive tools, real-life scenarios, and case studies, preparing teachers to integrate new content into their daily instruction.
Coaching will support the application of skills in real settings. Beyond TVET instructors, the contractor will also build the capacity of in-company trainers who guide apprentices during workplace-based training.
A follow-up and feedback mechanism will be established to monitor the quality and effectiveness of the trainings and ensure iterative improvements.
Additionally, the contractor will provide technical advisory support to MFEP to help scale digital learning approaches across the national TVET system and integrate them into policy frameworks. This includes training TVET instructors and company trainers to use an e-learning platform, managed by CNEFPD. Training sessions will promote the development and use of digital content, supporting the broader goal of transforming vocational training through digital innovation, with the E-Lab at El Rahmania serving as a digital hub.

Work Package 4: Digital Integration in the TVET System
The contractor will support the development of a scalability strategy for digital learning across the national vocational system. This includes further development and institutionalization of the E-Lab at INSFP El Rahmania, which was equipped in the first phase and currently serves as a center for digital teaching and content creation.
Tasks include finalizing training programs for E-Lab staff to manage and use digital tools, as well as assisting in embedding the E-Lab model in national structures to ensure sustainable digital transformation. The E-Lab comprises modern training areas, recording studios, and virtual conferencing zones, making it a key asset for building Algeria's digital training ecosystem.

Work Package 5: Gender-Sensitive Approaches for Inclusive TVET
To make vocational training more appealing to young women, especially in traditionally male-dominated sectors, the contractor will implement four targeted gender-sensitive measures. Potential initiatives include the creation of mentoring programs for female trainees, gender-awareness trainings for TVET staff, and the integration of inclusive methodologies into all training and teaching content.
The contractor will work closely with GIZ and Algerian partners to identify, plan, and implement relevant measures and ensure that gender-sensitive approaches are embedded in all other work packages, especially in curriculum development and teacher training.
Training materials must promote gender equity, challenge stereotypes, and equip instructors to create inclusive learning environments that reflect diverse needs and experiences.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
