A) Bidders are requested to submit a list with a minimum of 10 case studies or reports that demonstrate practical experience in circular economy topics. These can include public, internal, or client-specific works. These works should reflect the bidder"s capacity to analyze, interpret, and advise on circular economy strategies across different sectors or contexts. The list of the 10 Circular Economy Case Studies and Reports should specify:
1. Title of the Case Study or Report
2. Summary (Max. 50 words) Objective and scope of the work, CE practical application, Sector
3. Role of the Bidder (lead author, consultant, research partner, etc.)
4. Year of Completion
5. Type of Document (Public - include link if applicable, Restricted Access (available upon request), Confidential (not shareable, but may be referenced)

Q) As per the self-eligibility requirement document; it is stated that at least 2 references need to be in the region / country internationally. It is not entirely clear what is meant by this sentence.

Does region entail: sub-saharan Africa, East-Africa, Great-Lakes region, or the whole of Africa, or any other region?

What is meant by in with in the country internationally?

A) It means that any project that has been conducted on an international level is eligible.

Q) We have noted that the Statement of Availability is required to be completed by the key experts; however, the document appears to be missing from the portal.

A) There is no formal template for the Statement of Availability provided in the portal. The key experts are kindly requested to prepare and sign their own individual Statements of Availability, confirming their availability for the assignment.

Q1) Team Leader requirements and Key Expert requirements mention "This position is a key expert. A statement of availability for this expert must be attached to the tender as an annex." what do you mean by the statement of availability?

A1) The bidder is required to submit a a signed statement from each key expert as a formal declaration and attach this document as an annex to the technical offer when submitting the tender.

This is meant to prove that the bidder is serious, and that they have already secured the commitment of the experts they are proposing:

Their agreement to participate in the project if the tender is successful.

Their availability during the expected implementation period of the contract.

They are not committed to another project that would overlap or conflict with the timeframe.

Q2) When mentioned "Absence of skills will lead to technical exclusion of the entire bid" for the qualification of the key experts, is it meant only regarding the language requirements or the entire requirement list per expert?

A2) Only regarding the language requirements (thus 0% in TAG): Language qualifications will not be evaluated.

Q3) When mentioned "For experts not named in the tender, GIZ must confirm before the assignment that their qualifications are equivalent to those of the short-term experts proposed in the tender." Does this apply to the rest of experts apart from the minimum of 2 experts per pool of the three needed ones?

A3) Yes, this applies to all experts in the expert pool who are not explicitly named in the tender.
The requirement does not apply to the minimum of two experts per pool who must be named and assessed as part of the tender submission.
For any additional experts who are not named, GIZ must confirm before their assignment that their qualifications are equivalent to those proposed in the tender.
