The contract is part of the project "Promotion of digital transformation (DIGITAL-Y)" in Mauritania, which is mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) from 2024 till 2027. The project financial volume is up to 4 million EUR. The digital transformation of the Mauritanian state, economy and society has significantly advanced in recent years thanks to massive investments in the digital infrastructure and a very innovative digital ecosystem. However, public digital initiatives are not yet fully harmonized and inclusive and locally developed solutions not fully exploited. The overall objective of DIGITAL-Y is to improve Mauritania"s digital transformation in terms of coherence, inclusion and innovation. To this end, DIGITAL-Y supports Mauritania in three core areas: managing the digitalisation in a consistent way by setting common standards and making public services through digital solutions more accessible to citizens (eGovernment); building competences of key private and public actors to develop user-friendly inclusive digital solutions (eCapacities); and promoting inclusively an innovative digital ecosystem (eEntrepreneurship).
GIZ is seeking the services of a contractor (consultancy firm or consortium) with expertise in digitalization, capacity building and private sector development to contribute to the implementation of the project in all three core areas.
Work Package 1: Provision and management of a pool of international, regional and local experts for short-term assignments Work package 1 includes a consultancy pool of experts for short-term assignments to provide specialized technical support for digitalizing public services and strengthening the eGovernment framework, organizing capacity building measures and supporting the dialogue between the state and the digital ecosystem. This involves coordinating and managing the administrative, logistical and follow-up aspects of the short-term experts' assignments.
Work Package 2: Promotion of eEntrepreneurship
Work package 2 offers support to digital entrepreneurs (with a focus on micro and/or small and/or women-led / women-focused digital enterprises and tech start-ups), that allow them to improve their business models through digital solutions. The support may be technical (e.g. capacity building measure, coaching, networking opportunities or mentorship programmes) or financial (via local subsidies to intermediaries). Support programmes may be organised for example in form of innovation challenges, hackatons or idea competitions. The mission shall be carried out between September 2025 and August 2027 and involves the provision of one national (full-time) innovation management consultant and finance manager as well as the extensive involvement of a pool of national, regional and international short-term experts.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
Consideration of the price through the valuation method "Bestangebots-Quotienten-Methode"
Zur Ermittlung des wirtschaftlichsten Bieters wird hier von der Vergabestelle die erreichte Gesamtpunktzahl nach fachlicher Wertung eingetragen. The tenderer is required to outline in the tender how it can prevent negative impacts on gender equality in its area of responsibility and how it can contribute to improving gender equality through corresponding measures (see also relevant requirements in section 2.5).
