GET.invest"s overall objective on the programme level is the "Private investment in clean energy and access to energy projects/companies in partner countries is mobilised."
The contractor should be aware that the Finance Access Advisory consists of two well-established and proven facilities, named Finance Catalyst and Finance Readiness Support/ FRS. The purpose of this tender is to identify the best service providers (1 per lot) to further support and develop existing clients of the two facilities mentioned above that require specialised advisory in technical fields which are outside of the scope of the two facilities. During the inception phase, which will be prior to the actual work described below, the contractors will be responsible for a smooth connection to the existing facilities, as well as the adjustments to the services where applicable.
Work package 1: Planning of the assignment and kick-off meeting
Under this package, the Contractor shall present its strategy for implementation considering these terms. A discussion with GET.invest team and relevant members of its Finance Access Advisory service will take place to finalise elements of the steering structure and roles of various players, reporting requirements and cycles, workflow, etc.
Work package 2: One-Off requests/Short-Term Matters
This package has the objective to resolve discrete legal issues of clients. These requests may span across practice areas but do relate to a specific legal matter which can be advised or addressed conclusively with limited engagement.
Work package 3: Medium-Term Assistance
This package has the objective to support clients with more complex legal assignments related to a specific project or transaction, which may require advisory services across multiple interconnected practice areas.
Work package 4: Long-Term Assistance
This package has the objective to support clients requiring full legal representation due to the complexity of a particular transaction or issue of law. This will involve ongoing legal advisory across multiple practice areas, including drafting and reviewing legal agreements, providing guidance on deal terms, addressing other legal requirements of the transaction, and leading or participating in the negotiation of large-scale clean energy infrastructure project transactions.
Work package 5: Local Law Advisory and Support
This package has the objective to support clients with inquiries related to local law or legal advisory on transactions and documents requiring compliance review with local regulations. While requests will typically focus on a single country and practice area, they may occasionally involve multiple jurisdictions due to the geographic scope of many clients.
Work package 6: Legal Clinic
This task has the objective to provide generalized/high-level advisory to clients on discrete questions of law, during a 1-2 hour conference call.
Work package 7: Knowledge Products (KP)
This package has the objective to support the development or providing input for learning and insight "papers" on thematic legal topics relevant for transaction advisory in energy and climate finance. Developing or improving templates and standard tools is also part of this scope.
