Background

Project "Support to Ganga Rejuvenation (SGR)" in conjunction with the "Development and Implementation Support to the India-EU Water Partnership, (IEWP Action)" is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) and the EU Delegation to India (EUD). The project has two components i.e. Support to Namami Gange (SNG) and India EU Water Initiative (IEWI). While first phase of the SGR project was from 2015-2020, phase II of SGR and IEWP Action were implemented from Nov 2020 to February 2024 and November 2023 respectively. The third phase of the project (SGR III) started from 1st March 2024 and will continue until 28 February 2028. The project cooperates with the Indian partners with the overall objective to support responsible stakeholders at national level as well as in selected states and districts in the application of integrated approaches to river basin management taking EU methods and experience into account. Gender and Climate Change Mitigation and adaptations are the crosscutting topics of the project embedded in its overall strategy.

Objective of this assignment:

The implementation of 10 measures from the implementation programmes of the RBM and District Ganga Plans has begun, of which at least 2 will need to be with a climate focus, 2 with a gender focus and 1 with a climate and gender focus.

This will be done through:

- By enabling river basin management (RBM) and district Ganga committees (DGCs) to steer the development and implementation of measures

- By ensuring coordination between actors responsible for specific measures at the basin as well as districts

Tasks of this assignment:

Through this tender GIZ seeks bids from the suitable firms to provide services towards prioritization and adoption of measures from the Ramganga Basin Management Plan, Udham Singh Nagar District Ganga Plan and Shahjahanpur District Ganga Plan. The decision making and facilitation of adoption of measures will be done by the respective stakeholder committees that are set-up as a formalized structure for the basin/ district management. The contractor shall technically support GIZ project team to bring in the European experiences towards facilitating adoption and implementation of ten selected measures. Based on this the contractor shall:

- Provide technical inputs along with GIZ project team to participate and facilitate Basin Committee/ NMCG RBM Unit and respective District Ganga Committee (Udham Singh Nagar and Shahjahanpur) meetings.

- Develop a detailed implementation strategy and provide knowledge support for its implementation for selected measures that will be supported by the project.

- Develop a clear roadmap for implementation of basin and district level plans, this will include:

a) the financial sustainability of implemented measures including M&E mechanisms (indicators based) for the prioritized measures

b) guidance for the implementation and convergence of measures based on international experiences

- Carry out capacity building of the responsible officials for developing project proposals

- Provide inputs to develop content for specific outreach activities supporting implementation

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see section 7 of the terms of reference.

The specified contract period is preliminary. The final contract term will be specified in the contract award notification.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
