Kurze Beschreibung

With the aim of strengthening cooperation between the federal government and African countries in the areas of sustainable economic development, employment, and prosperity, the Resilient Economy cluster provides a framework for implementing the BMZ's new Africa strategy.
The cluster implements German-Ivorian development cooperation in key areas 1 and 3 of the portfolio in Côte d'Ivoire: Climate and Energy, Just Transition, and Sustainable Economic Development, Training, and Employment.
The cluster brings together several programs and projects, including:
- Program for Employment and Promotion of SMEs in Côte d'Ivoire (Invest for Jobs)
- Support for the Development of Work-Study Programs (ADEFA)
- Promoting Women's Economic Empowerment in Côte d'Ivoire (ProFemme)
- Development Partnership with the Private Sector (DeveloPPP )

1. Program for Employment and Promotion of SMEs in Côte d'Ivoire (Invest for Jobs) :

A program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the Special Initiative on Decent Jobs for a Just Transition.?In general,?this program aims to increase job-creating economic growth for African and European companies in Côte d'Ivoire. It is implemented through four strategic intervention areas or components, aimed at stimulating employment and strengthening the capacities of local and international companies.

The actions carried out under this program are geared towards the private sector through two target groups: employers and employees.
On the one hand, the program supports young people in finding sustainable employment. On the other hand, this support is provided through the development of local and international businesses. All actions undertaken have a single objective: to encourage and support job creation in Côte d'Ivoire.

2. Support for the Development of Work-Study Programs (ADEFA):

This project aims to lay the foundations for the development of work-based vocational training programs geared towards the labor market in Côte d'Ivoire. The project thus contributes to pillar 2 (Human capital development and employment promotion, in particular chapter 2.2 Vocational training) and pillar 6 (Strengthening governance, modernizing the state, and cultural change) of Côte d'Ivoire's National Development Plan (PND) 2021-2025.

Access to vocational training for all population groups and improving the quality of training are also part of the second phase (2022-24) of the implementation of the Government's Social Program (PSGOUV). The objective of the ADEFA project is as follows: Institutional and human capacities for the development of work-based vocational training programs geared towards the labor market are strengthened. The project is divided into four areas: Strengthening the institutional and legal framework for the coordination and implementation of work-based training (macro level);

- Strengthening institutional and human capacities for improving and managing the quality of work-based vocational training (meso level) ;

- Implementing work-based training programs in vocational training institutions in collaboration with the private sector (micro level);

- Private sector participation in the planning and implementation of work-based learning.

3. Promoting Women's Economic Empowerment in Côte d'Ivoire (ProFemme)

This project is being implemented in partnership with the Ministry of Trade and Industry (MCI) and falls within the scope of the third theme of the key areas of bilateral cooperation between Côte d'Ivoire and Germany, namely "sustainable economic development, training, and employment." It is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and will be implemented in Côte d'Ivoire between April 2024 and February 2027. The aim of the project is to improve the economic situation of women in urban and peri-urban areas in Côte d'Ivoire. This project implements approaches aimed at promoting entrepreneurship (existing businesses and business start-ups), employment, and the creation of workplaces that are favorable to women.
It focuses its activities on three target groups: public institutions, intermediary institutions, and businesses.

4.Development Partnership with the Private Sector (DeveloPPP )

DeveloPPP is a global program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under its "Partners in Transformation" program and partially supported by the Special Initiative "Decent Jobs for a Just Transition."
It is aimed at companies that want to invest sustainably in a developing or emerging country and expand their local activities. The program provides technical and financial support of up to EUR2 million for suitable projects. The prerequisites for funding are a long-term commercial interest in the country and a sustainable development benefit for the local population. The develoPPP program is implemented by GIZ, among others. The projects supported encourage private investment and local entrepreneurship, while contributing to the creation of decent jobs, skills development, and the emergence of promising innovations, in line with the Sustainable Development Goals (SDGs). develoPPP for Jobs is the component of the develoPPP program funded by the special initiative "Decent Jobs for a Just Transition.
It stands out for its implementation of projects aimed at improving working conditions, boosting incomes, and promoting the inclusion of vulnerable groups, particularly young people, women, and persons with disabilities (PWD). It is being rolled out in eight African countries-Egypt, Ghana, Rwanda, Tunisia, Morocco, Senegal, Ethiopia, and Côte d'Ivoire-for the period 2019-2027.
In Côte d'Ivoire, between 2019 and 2025, develoPPP for Jobs has developed eleven (11) projects, four (4) of which are currently being implemented in 2025:
- DigiGreen & Agri, in partnership with Orange,
- Sustainability of dried tropical fruit value

Beschreibung der Beschaffung (Art und Umfang der Dienstleistung bzw. Angabe der Bedürfnisse und Anforderungen)

With a view to further developing quality jobs in Côte d'Ivoire, the four projects in the Resilient Economy cluster aim to strengthen the skills of the various beneficiaries of the projects/programs through short training courses on three high value-added topics.
The main objective of this contract is to set up a training program for young people, women, people with disabilities, and trainers.
More specifically, the contract includes the following objectives

1. Mobilize and propose qualified local experts in soft skills topics, including digital skills, green skills, and inclusion

In order to ensure the quality and relevance of the cross-disciplinary training offered to beneficiaries (young people, women, people with disabilities) and partners (particularly trainers), it is essential to mobilize qualified local experts in key areas such as soft skills, digital skills, green skills, and inclusion. These experts, who are grounded in the realities on the ground, can adapt content to the specific needs of the target audiences, while ensuring active, inclusive, and contextualized teaching. They will focus on topics such as communication, leadership, adaptability, digital autonomy, environmental awareness, sustainable practices, and the accessibility of programs for vulnerable people. Their expertise will help to strengthen the beneficiaries' capacities in a sustainable manner and promote their socio-professional integration in a changing environment.

2. Design training content (3 catalogs, a learner's manual, and a trainer's guide) in soft skills, including digital skills, green skills, and inclusion, corresponding to the needs identified for the beneficiaries/partners of the various programs/projects.

In addition to facilitating the sessions, these experts will be responsible for designing structured teaching materials, including 3 training catalogs (one per theme), manuals adapted to learners, and practical guides for trainers. Their contribution will aim to offer contextualized, accessible, and directly applicable content, considering the diversity of profiles. This approach will promote the acquisition of cross-cutting skills essential for professional integration, while incorporating the principles of sustainability, equal opportunities, and social inclusion.

1. Train 655 people, including 75 trainers and 580 beneficiaries, on three topics: soft skills, including digital skills, green skills, and inclusion.

After developing the various training content, the contractor will be responsible for implementing the training of trainers and piloting the application of the training by the trainers for each topic. During this process, the contractor will need to focus particularly on the sustainability of these training courses by developing a concept and conducting a structured review of how to ensure that these approaches are embedded and sustained within the training program.
The project defines a trainer as trained when they have completed capacity building/training and have independently implemented these new modules as part of a training course.
The international firm's intervention also consists of strengthening the skills of 75 trainers identified in the four projects These trainers come from a variety of backgrounds, including companies, vocational training institutions, and various organizations. This diversity of profiles is a major asset, as it allows for the cross-fertilization of expertise from the field, academia, and institutions. The training offered by the international firm must therefore be rich, tailored to the target audience, and in tune with the realities of the working world.

2. Ensuring the quality and transferability of acquired skills

As project needs vary depending on the sector, partners, or context of intervention, it is essential to emphasize that, in addition to the transferability of skills, a certain degree of flexibility is required. This implies the ability to adapt to different working environments, to adjust skills to the specific requirements of each project, and to demonstrate agility in the face of change.
Short training courses lasting 2 to 5 days, depending on the topic, should be planned by the international firm.

Einlegung von Rechtsbehelfen

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
