Scope of the procedure

Short description

Colombia"s National Development Plan 2022-2026 prioritises the transition to a low-carbon economy. The Plan also underlines the importance of energy efficiency and use of renewable energy in public buildings, which account for around 20 per cent of all energy consumption. In addition, the promotion of energy efficiency and renewable energy in cities and public buildings reduces costs, creates jobs, drives economic growth and improves the quality of life.
However, the lack of frameworks, standards, expertise and access to finance prevent the country from unlocking the potential for energy efficiency and renewable energy.
Factors such as gender inequality and the consequences of the armed conflict in Colombia also hinder the implementation of inclusive climate policies. Women are under-represented in the energy sector and in decision-making.
Objective: A more enabling environment, pilot projects and easier access to finance for improving energy efficiency encouraging renewable energy use in public buildings and in the cities contribute to the energy transition.
The project works with national and local government representatives and it aimes to achieve the following:
1. It provides advice on policy frameworks, strategies and access to finance aimed at facilitating the energy transition. Special attention is paid to the needs of women.
2. Pilot projects are implemented in cities to test and develop approaches to energy efficiency and renewable energy.
3. Events are organised to facilitate an exchange between the responsible parties.
4. Support for dialogue and interaction on policies contributes to the climate partnership between Germany and Colombia.

Procurement (type and scope of service or specification of needs and requirements)

The contractor is responsible for contributing to the achievement of the objectives and indicators of the Project through the implementation of the following work packages and the fulfilment of the corresponding milestones outlined in the ToRs:
Work Package 1: Development and Operationalisation of Financial Mechanisms for EE and RE in Public Buildings
Work Package 2: Strengthening MRV Systems and Digital Energy Management Platforms
Work Package 3: Technical Advisory and Tailored Support for Local Energy Transition
Work Package 4: Knowledge Exchange, Capacity Development and Peer Learning
Work Package 5: Strategic Support to the Climate and Just Energy Transition Partnership
The contractor is responsible for overseeing the inclusion of safeguards and gender measures in order to promote gender equality and avoid or mitigate possible unintended negative impacts within its area of responsibility.
In order to meet the requirements of the assignment, the contractor shall provide the technical experts required for the successful implementation of the work packages. This includes ensuring the availability of qualified experts with the necessary technical, methodological and sector-specific expertise in areas such as energy efficiency, renewable energy, financing mechanisms, MRV systems, digital energy management, municipal energy transition, capacity development, knowledge exchange, safeguards and gender.
The contractor shall be responsible for the coordination, management and quality assurance of the expert team, ensuring that the required expertise is mobilised in a timely manner and in line with the specific needs of the project, the ToRs and the implementation partners.

Review procedure

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.

We reserve the right to cancel the procurement procedure if we receive fewer than 3 requests to participate.
