Kurze Beschreibung

The GIZ Global Program (GP) BACKUP Health, in alignment with the mission of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), seeks to address critical issues in health system strengthening through a specialized leadership program. This tender calls for a contractor to lead the coordination, adaptive design, management, and implementation of a tailored leadership program (L4HSS) inspired by the Leadership for Universal Health Coverage (L4UHC) flagship program of the P4H Network. Launched in 2013 by GIZ and the World Bank, L4UHC aims to empower key decision-makers in partner countries.
The primary goal of this consulting project is to support GP BACKUP Health partner countries in their health system reform processes. The focus will be on coalition building, enhancing leadership competencies, and establishing joint action initiatives that result in concrete policy options for integrating Health Technology Management (HTM) services into national systems, ensuring financial sustainability. The detailed objectives are to:
1. Strengthen Leadership Competencies: Provide leaders of health finance reforms the opportunity to enhance their leadership and sectoral competencies at an executive level.
2. Develop Collective Vision: Aid leaders in developing a collective vision and commitment to achieving tangible results.
3. Foster Collaboration: Promote collaboration among key cross-sectoral stakeholders.
4. Establish Collective Action Initiatives (CAIs): Contribute to the creation of implementable national CAIs aimed at achieving GP BACKUP indicators. Specifically, this involves producing nine design options for ATM integration that, through coaching, will result in at least six strategic, legislative, or planning documents by the project's end.
5. Provide Tools and Techniques: Offer tools and techniques for mapping complex systems, analyzing stakeholder influence, and addressing collective action problems.
6. Peer-to-Peer Exchange: Facilitate peer-to-peer exchange among leaders and provide inputs from technical experts towards national objectives.
7. Co-Create Innovative Solutions: Enable leaders to co-create and implement innovative solutions to health system strengthening challenges through CAIs.
8. Coaching Support: Provide coaching support to leaders as they address these challenges.
9. Demonstrate Results: Organize and coach health system strengthening leaders around a time-bound commitment to demonstrate results.
The contractor will be responsible for the end-to-end implementation of the leadership program, ensuring adaptive design and effective coordination. The program will leverage the established L4UHC framework to provide a comprehensive and tailored experience for participants. The contractor will facilitate workshops, coaching sessions, and peer exchanges, ensuring that leaders are equipped with the skills and tools necessary to drive health system reforms. At the conclusion of the project, the following outcomes are anticipated:
- Enhanced leadership competencies among health finance reform leaders.
- A collective vision and commitment towards achieving concrete results.
- Established collaboration among cross-sectoral stakeholders.
- Creation of nine design options for ATM integration, leading to six strategic, legislative, or planning documents.
- Improved tools and techniques for addressing complex system challenges.
- Successful peer-to-peer exchanges and technical expert inputs.
- Co-created innovative solutions to health system strengthening challenges.
- Demonstrated results through time-bound commitments.
- Scaled good practices through peer learning and diverse country experiences.

Beschreibung der Beschaffung (Art und Umfang der Dienstleistung bzw. Angabe der Bedürfnisse und Anforderungen)

The contract is expected to run from signing (in 2026) to November 2028, covering three full leadership cycles. The contractor is responsible for achieving the following contract objectives and indicators:
- Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project.
- Be accountable to the GP BACKUP team and report progress on a bi-monthly basis.
- Be responsible for documenting and reporting project progress and achievements.
- Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons.
Key Indicators of success will be monitored by the contracting party and include the:
- Completion of 3 leadership cycles by September 2028.
- Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries.
- Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries.
- Production of 6 legislative, strategic, or planning documents by participating countries.
The service package will comprise six major work packages divided as follows:
- A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions.
- Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems.
- The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries.
- Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program.
- Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program.

The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028.

The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language:
- One inception report
- Protocols at the end of each module and practical phase (total of 9)
- One Final synthesis report by November 2028 including Stories of Change and Case Studies per country
Additionally, the contractor is required to produce:
- Contributions to the report to GIZ"s commissioning party and
- Brief quarterly written up-dates on the implementation status of the project (up to 5 pages)
In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process.

The contractor has to align to GIZ"s General Terms and Conditions for supplying services on behalf of GIZ. The provisions on data protection and information security of the current version of GIZ"s General Terms and Conditions of Contract (section 1.10 Data protection) will apply. Safeguards and gender measures will also be important provisions with importance placed on aspect of
- Gender equality: Integrate gender analysis and sex-disaggregated data into planning, monitoring, and reporting.
- Ensuring equal participation and leadership opportunities for women and men in all activities, trainings, and decision-making processes.
- Applying gender-sensitive communication and facilitation methods.
- Environmental protection and climate action (climate change mitigation/adaptation):
- Apply environmentally sustainable practices during all project activities and events.
- Promoting resource efficiency (energy, water, materials) and low-carbon travel or logistics options.
- Avoiding negative environmental impacts and document positive contributions where possible.
- Conflict and context sensitivity that require conducting regular context assessments to identify potential sources of tension or conflict.
- Ensuring that interventions "do no harm" and are inclusive of diverse stakeholder groups.
- Maintaining transparent communication and feedback mechanisms with partners and participants.
- Adapting implementation strategies to evolving local contexts and sensitivities.
- Attention to human rights aspects by respecting and promoting internationally recognized human rights principles in all activities. Safeguarding the dignity, safety, and confidentiality of participants and partners. Ensure non-discrimination based on gender, age, disability, ethnicity, religion, or other status.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
