The objective of the overall project is an improvement of competencies of relevant Rwandan state and non-state actors for the development of a pharmaceutical and biotechnology sector in Rwanda.As the primary regulator of the pharmaceutical and biotechnology sector in the country, there are certain qualifications that the Rwanda FDA requires to meet international standards. These include a competent staff, pharmacovigilance mechanisms as well as a premises (infrastructure) fit to regulate the products that are produced both locally and those that are imported. One specific group of products that requires stringent regulation is pharmaceuticals, and vaccines. One of the WHO requirements to attain the Maturity Level 3 (vaccine producing) qualification is a quality control laboratory that is capable of testing all the pharmaceutical products (including vaccines) manufactured in the country. The objective of the tender published is to contract the general planner who will be responsible for the planning and quality assurance supervision of this specific construction project with its multidisciplinary design/engineering team
Implementation of the construction of the highly specialized laboratory will require various forms of expertise. These include competences in different aspects of construction and architecture. This invitation to tender is looking for a general planner (consisting of architect, structural engineer, MEP engineers including laboratory engineering) who can develop the design and quality assurance supervise the project-specific, holistic solution that optimally harmonises the energy, building technology, ecological, architectural, scheduling, organisational, economic and user requirements. The tender includes the design of the building or buildings with all technical services and built-in laboratory furniture. The integration of interfaces of all laboratory equipment is part of the tender.

To determine the most economically advantageous bidder, the contracting authority records here the total score achieved based on the technical evaluation. Only bids with a technical score of at least 500 points are considered. Technical bids scoring below this threshold are deemed technically unsuitable and are excluded

Sustainability aspects should be considered, and options proposed in the design process. Bioclimatic design approaches should be used to prevent heat build-up and to favour natural ventilation if suitable. Particular attention should be paid to the climatic conditions with two heat periods and two rainy seasons.The use of local materials should be favoured wherever possible.
According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected
