Indonesia"s tropical forests are critical for global climate stability, yet they face widespread threats from unsustainable land-use practices, illegal logging, and forest fires, which cause significant deforestation and high Greenhouse Gas (GHG) emissions. While the Government of Indonesia aims for a 29% carbon emission cut by 2030 and has fostered new policies through decentralization, the key challenge remains implementation at the regional and provincial level. Differences in technical capacity, resource allocation, and inter-sectoral coordination may affect the consistency of monitoring, law enforcement, and sustainable forest management (SFM) planning required to support national commitments.
The FORCLIME project aims to achieve two objectives (1) Climate Mitigation: To significantly reduce GHG emissions from the forestry sector and (2) Livelihood Strengthening: To strengthen local livelihoods without undermining conservation efforts. The FORCLIME project collaborates with the Indonesian Ministry of Forestry on national forest policy and sector strategies, as well as on the subnational implementation of activities to support local forest management. At subnational level the project operates in eastern Indonesia in the provinces of Central Sulawesi, Papua, and South West Papua and South Papua.
The project directly addresses implementation gaps by building technical capacity and improving cross-sectoral coordination within provincial and national authorities, ensuring the effective execution of forest conservation and SFM policy on the ground. Effective local stakeholder participation is a critical success factor in all planning and strategy development processes.
In the past years the Indonesian Ministry of Forestry has updated its methodology for the National Forest Inventory (NFI), which shall be implemented between 2025-2030. The FORCLIME project aims to support the Ministry of Forestry in this task through capacity building of technical field staff who will be involved in the implementation of the NFI in the FORCLIME project area (Central Sulawesi; South West Papua; Papua; South Papua). The NFI aims to record and assess the extent and quality of forest resources in Indonesia, especially at the national level in an accurate, timely, and reproductive manner. The new methodology, developed by Ministry of Forestry in collaboration with FAO, uses a refined sampling design and the application of digital sampling tools.
Based on the Regulation of the Minister of Environment and Forestry No. 7 of 2021 concerning Forestry Planning, Changes in Forest Area Designation and Changes in Forest Area Functions, and Use of Forest Areas, the scope of the NFI is:- NFI is part of national forest planning, which aims to obtain information at least related to: types and potential of forest stands, types, potential and distribution of non-timber plants.- NFI is carried out in state forest areas, customary forests, and private forests at the national level.- NFI is carried out by work units within the scope of the ministry or other agencies that have the competence and/or through the principle of data sharing.- NFI is carried out at least once every 5 years.Due to limitations in available budgets and human capacities on the partner side, this consultancy shall contribute to the implementation of the NFI through capacity development and data analysis in the FORCLIME project area (Central Sulawesi; Southwest Papua; Papua; South Papua). The objective of the tendered services is to accelerate and ascertain the quality of the NFI implementation in Indonesia through capacity development and data analysis with a focus on the above-mentioned provinces. It aims to support the Directorate of Forest Resources Inventory and Monitoring (IPSDH) in conducting trainings of technical field staff on the practical application of the NFI methodology by involving the Forest Area Consolidation Center (BPKH), Provincial Forest Service (Dinas Kehutanan), Forest Management Units (FMU), and other units of the forest governance apparatus, as required by IPSDH.
