The GIZ - ForSNEJ II project is designed to contribute to the advancement of gender equality in Peru, focusing on improving women"s physical and economic autonomy. The project is implemented through GIZ and the Peruvian Judiciary as the political partner, and various other stakeholders, aiming to address gender inequalities deeply embedded in Peru"s socio-cultural and institutional systems.
In line with this, the contractor will play a pivotal role in supporting the achievement of project goals by contributing to the development of key institutional and professional capacities, as well as fostering inter-institutional collaboration. The project will focus on gender-transformative approaches in the areas of physical and economic autonomy for women.
Scope of the Work: The contractor will contribute to the achievement of the project"s objectives and indicators through the delivery of two major work packages. These packages will be critical in ensuring the successful implementation of the project, with a strong focus on capacity building and inter-institutional articulation.
1. Work Package 1: Capacity Development for Project Outcomes
Objective: Strengthen institutional capacities and technical expertise across key stakeholders, including public institutions, civil society organizations, and private sector entities, with a focus on transforming socio-cultural gender norms.
Deliverables:
- Conducting a diagnostic assessment of knowledge gaps related to the project"s outcomes, which will inform the design of capacity-building strategies.
- Developing and validating an integrated capacity development strategy focused on gender-transformative approaches.
- Designing and executing capacity-building measures tailored to the project"s three core outcomes: improving governance in the National Specialized Justice System (SNEJ), integrating gender-transformative approaches into private sector and civil society activities, and enhancing the implementation of the national strategy on economic autonomy for women "Mujer Emprendedora".
- Designing and implementing training measures that incorporate innovative methodologies, including digital learning resources and interactive materials.
- Developing evaluation mechanisms to measure the impact of capacity-building activities on the target audiences, with specific attention to improving gender equality and transforming practices and attitudes towards gender equality.
2. Work Package 2: Inter-Institutional Coordination and Exchange of Best Practices
Objective: Create and support participatory spaces for dialogue and exchange between key national actors to strengthen the governance of the SNEJ, improve gender equality, and promote women"s participation in STEAM careers (Science, Technology, Engineering, Arts, and Mathematics).
Deliverables:
- Organizing dialogue spaces in coordination with the Judiciary, Ministry of Women, and GIZ to address key issues such as the coordination matrix for gender-based violence prevention and the scaling of the SNEJ.
- Supporting the creation of an interinstitutional platform involving national and international stakeholders from civil society, private sector, government, and academia to promote women"s participation in STEAM and gender-transformative approaches in various sectors.
- Documenting and systematizing the processes of establishing coordination spaces, and creating a practical governance guide for these spaces that includes methodologies for overcoming bottlenecks in inter-institutional coordination.
- Developing monitoring and evaluation tools for assessing the implementation of work plans within these coordination spaces, ensuring that all activities align with project indicators.
- Transferring methodologies and tools that facilitate improved inter-institutional collaboration, focusing on achieving the project"s gender-related outcomes.
Implementation Timeline and Coordination:
The consultancy will be closely collaborating with GIZ, Judiciary, the Ministry of Women and Vulnerable Populations (MIMP), and other project partners. The contractor will be required to appoint a National Coordinator for long-term project oversight and will also deploy short-term experts for the execution of specific tasks within the work packages.
