The German Federal Ministry for Economic Cooperation and Development has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project "Sustainable Industrial Clusters II (S.I.C. II / Environmental and social standards in the textile and clothing industry in Ethiopia III (eTex III". S.I.C. II is co-financed by the Foreign, Commonwealth & Development Office (FCDO) of the United Kingdom.
The overall objective of the project is to strengthen the resilience of Ethiopia"s textile and garment sector amid macroeconomic challenges. To achieve this goal the project comprises three Outputs:
(1) Worker support systems in the selected industrial clusters are improved.
(2) Firms and industrial parks in Ethiopia have adapted their business practices to strengthen their resilience.
(3) Business environment constraints faced by manufacturers in IPs and surrounding clusters are eased.
In this context, GIZ is seeking to commission a contractor that provides a pool of short-term experts which is expected to provide specialised advisory services in the following areas of expertise:
(1) Sustainability and production management in manufacturing industry expert - GIZ is seeking to contract an expert that would build the capacity of manufacturing companies to meet international standards and facilitate buyer matchmaking to increase business linkages. The primary objective of the technical support is to strengthen the capacities of selected companies to adopt competitive, socially responsible, and environmentally sustainable production practices.
This includes maintaining equipment, implementing resource-efficient processes, and establishing robust sustainability reporting mechanisms. Special attention will be given to companies outside industrial parks that have limited experience integrating into complex global supply chains. Furthermore, GIZ aims at facilitating buyer matchmaking activities through strategic engagement with international buyers. This includes leveraging brokers in key markets (e.g., Germany, Italy, France, Belgium, Spain, the Netherlands, Portugal, the Middle East, and Africa), promoting Ethiopian-made products at trade fairs, and creating platforms such as a Buyers" Club to sustain buyer engagement.
(2) Industrial Park Management expert - GIZ seeks an expert who can enhance the operational, environmental, and governance practices of industrial parks to align with international standards, with a specific emphasis on eco-industrial park principles, sludge management, and GHG emissions reduction. This includes technical assistance, capacity building, and systemic interventions to improve resource efficiency, waste management, and climate resilience.
(3) Economic Development and Policy Advisory expert - GIZ seeks to address key challenges in the textile and garment sector by leveraging policy instruments to foster resilience. GIZ aims to foster a collaborative policy-making process between public and private stakeholders to improve the business environment and strengthen the sector's resilience.
