En consultas anteriores se indicó que existiría un grupo "subconjunto preseleccionado de aproximadamente 10 empresas operadoras" y que, "en coordinación con la firma consultora, se definirá el grupo final de 4 a 6 empresas que recibirán el acompañamiento técnico-financiero detallado".
En qué etapa del proyecto se llevará a cabo esta selección que reduce el número de operadoras de 10 a 4-6?

Favor aclarar si debe incluirse como una tarea la presentación de una metodología para la selección de operadores, y si la ficha de diagnóstico por operador se elabora para la preselección (10 empresas) o para el grupo final (4-6 empresas).

Answer:
Habrá un subconjunto preseleccionado de aproximadamente 10 empresas operadoras. Esta preselección inicial se encuentra actualmente en desarrollo mediante un proceso paralelo ejecutado por otro consultor individual, quien está recopilando información operativa relevante, como número de unidades en flota, rutas, consumo de diésel, kilometraje promedio, entre otros aspectos.
Esta información estará disponible al inicio de la consultoría para facilitar el proceso de priorización. En coordinación con la firma consultora y con base en la información recopilada anteriormente, se definirá el grupo final de 4 a 6 empresas que serán objeto del acompañamiento técnico-financiero detallado.
No se considera necesario que la firma consultora presente una metodología específica para esta selección, ya que el proceso será definido conjuntamente al inicio del trabajo. La ficha de diagnóstico por operador deberá elaborarse únicamente para el grupo final de 4 a 6 empresas seleccionadas.
A modo de referencia, la empresa más grande entre las consideradas posee alrededor de 160 autobuses.

We would like to confirm whether an expert proposed for the position "Finanzas de transporte / modelador financiero" with an academic background in transport engineering would be considered acceptable.

Answer:
The expert can be offered, but please note that the academic background does not fulfill fully the requierement set in the ToR. Therefore, less points would be obtained in the technical evaluation regarding this criteria.
