MESP, with the support of GIZ Kosovo4Green, has identified the need to develop an initial, simplified methodology for climate-proofing laws and policies. The assignment aims to establish a structured approach for integrating climate considerations into legislative and policy processes, aligned with EU frameworks and tailored to Kosovo"s institutional context. The methodology will be illustratively applied to two selected laws or policy instruments, to demonstrate its practical relevance and usability.

Umfang der Leistung
The overall objectives of this assignment are:
- To develop an initial and practical methodology framework for climate-proofing the pre-selected laws or policies in Kosovo.
- To support the integration of climate mitigation and adaptation considerations into policy and legislative processes.
- To strengthen institutional capacities and coordination for climate policy implementation.

1. Self-declaration: name of company and address, tax ID, registration and commercial register number or equivalent register in accordance with the legal provisions of the country of origin.
2. No grounds for exclusion pursuant to § 123, § 124 GWB, § 22 LkSG
3. Declaration of bidding consortium and/or declaration of subcontractors (if applicable)

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 40.000,00 EUR
2. Average number of employees and managers in the last three calendar years, at least 2 persons

1. The technical assessment is only based on reference projects with a minimum commission value of 25.000,00 EUR.
2. At least 2 reference projects in the technical field climate change, including work on climate policy or climate governance and at least 1 reference project in the region Europe in the last 3 years
