Hiring of an Agency for Development of Digital Knowledge Portal for VB-G RAM G, Ministry of Rural Development, Government of India

GIZ is required to hire a specialised agency to support the development, pilot hosting, stabilisation and migration-readiness of a multi-lingual, easy-to-use Digital Knowledge Portal for VB-G RAM G. Phase 0 activities such as broad concept development, initial framework thinking, sitemap/prototype discussions and preliminary scoping have already been undertaken. Therefore, this assignment shall focus on validation of Phase 0 outputs, detailed design consolidation, development/configuration of the core portal modules, light portal-usage analytics, AI-enabled knowledge search, limited WhatsApp-based access workflow, training, documentation, interim hosting and handholding for eventual migration to NIC/MoRD hosting.
The assignment is treated as phase 1 and phase 2 implementation under the broader development process of Digital Knowledge Portal. The portal shall be co-developed with MoRD, GIZ, NIC and nominated state/user representatives. The solution shall initially be hosted in a secure interim hosting environment and shall be designed to be portable, open-standard based, well-documented and migration-ready for future deployment within NIC/MoRD infrastructure.

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 150.000,00 EUR
2. Average number of employees and managers in the last three calendar years, at least 15 persons

1. The technical assessment is only based on reference projects with a minimum commission value of 50.000,00 EUR.
2. At least 2 reference projects in the technical field development and deployment of digital tool with government schemes and programs and at least 1 reference projects in the region in Asia in the last 3 years
