The requested assignment requires specialised expertise in justice reform, rehabilitation and reintegration, policy implementation, institutional development, facilitation of multi-stakeholder coordination mechanisms, development of operational tools, mentoring, and delivery of specialised capacity-building activities. The assignment also requires significant implementation capacity, field coordination with Iraqi governmental institutions, and technical expertise that are not available within the existing GIZ project staffing structure. Contracting an external service provider is therefore necessary to ensure timely, high-quality implementation of the project objectives and deliverables.
