The overall objective of the assignment is to identify and assess viable, GCF-aligned
pathways for strengthening private sector participation in CIEWS projects and to
translate these into actionable options for the development of GIZ"s GCF project pipeline,
taking into account the public-good character of CIEWS, GIZ"s accreditation scope and
opportunities for partnerships with institutions offering complementary financial capabilities.

Umfang der Leistung
- Analyse private sector roles, barriers and enabling conditions across the CIEWS
value chain and in climate- and weather-sensitive economic sectors, drawing on the GCF CIEWS evaluation, relevant GCF projects and wider international experience, and
distinguishing between core public functions, private service provision, commercial
applications, potential customer segments and opportunities for private investment.
- Identify and comparatively assess private sector engagement and financing
pathways for CIEWS projects, including public-private partnerships, technology and
data partnerships, telecommunications services, risk analytics, insurance solutions, co
financing and blended-finance approaches, considering their feasibility, sustainability,
inclusiveness and alignment with GCF requirements.
- Develop practical recommendations and entry points for GIZ as an Accredited
Entity, including suitable roles for GIZ and partner institutions, implications for project
design and implementation arrangements, and concrete options that could be
integrated into GIZ"s next generation of CIEWS projects under GCF-3.

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 50.000 EUR
2. Average number of employees and managers in the last three calendar years, at least 3 persons

1. The technical assessment is only based on reference projects with a minimum commission value of 15.000 EUR.
2. At least 3 reference projects in the technical field Climate Information and Early Warning System and at least 3 reference projects in the region World in the last 3 years
