Objective of the assignment:

Establish a PMU to support ANERT with programme-level coordination, monitoring, reporting, and technical oversight of RE initiatives.
Coordinate and execute technical activities for GIZ (stakeholder coordination, data collection/analysis, process support, workshops/consultations) to strengthen institutional capacity and implementation.
Support implementation and monitoring of key schemes (e.g., PM Surya Ghar) and other state-led RE programmes.
Provide technical and analytical advice to ANERT on priority topics (deployment models, RE initiatives, site identification via pre-feasibility, concept notes/preliminary projects).
Identify, screen, and prioritise utility-scale solar opportunities in Kerala through pre-feasibility (technical, site, grid-planning) to inform project development, tendering, and DPRs for technologies such as floating (reservoirs/backwaters), canal-top, ground-mounted, and large rooftop systems.

Umfang der Leistung
Scope of Work:
Establish and operationalise a partially embedded PMU at ANERT as the central coordinator for project management on behalf of GIZ.
Deploy onsite experts (Section 4A) at ANERT; provide additional off-site/short-term experts as needed.
Plan, implement, monitor, and evaluate all tasks; deliver technical assistance and ensure quality assurance across outputs.
Conduct a statewide pre-feasibility to identify potential utility-scale solar sites, with systematic screening and categorisation by resource potential, constraints, technical suitability, and grid evacuation availability.

1. Self-declaration: name of company and address, tax ID, registration and commercial register number or equivalent register in accordance with the legal provisions of the country of origin.

3. Declaration of bidding consortium and/or declaration of subcontractors (if applicable)

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 80.000 EUR
2. Average number of employees and managers in the last three calendar years, at least 15 persons

1. The technical assessment is only based on reference projects with a minimum commission value of 15.000 EUR.
2. At least 1 reference projects in the technical field project management or advisory support to DISCOMs / government agencies on RE implementation and at least 2 reference projects in utility-scale solar project development, and pre-feasibility/feasibility assessment, or technical advisory for solar project planning, including aspects such as site assessment, financial model, technology evaluation worldwide in the last 3 years
