GIZ reserves the right to exclude bidders based in countries outside the European Union, and that are neither a party to the World Trade Organization"s Government Procurement Agreement nor have concluded another international agreement with the European Union on ensuring the equal and reciprocal opportunity to participate in public procurement procedures ("non-privileged third country"), from participating in this specific procurement procedure at any time during the procurement process. This also applies to bidding consortia with at least one member that is based in a non-privileged third country. Therefore, tenderers based in non-privileged third countries (including corresponding bidding consortia) are also not entitled to legal protection from review bodies under public procurement law.
Communication takes place exclusively via the project area of the GIZ awarding marketplace.
The max. contract value estimation is based on historical data and a forecast for the full term of this agreement (2 years). It has been defined at lot level by GIZ and represents the best possible estimation taking into account the country portfolio and the partner context of GIZ. The maximum quantities per lot for two years are defined as follows: Lot 1: 120 vehicles Lot 2: 160 vehicles Lot 3: 80 vehicles Lot 4: 40 vehicles Lot 5: 40 vehicles Lot 6: 160 vehicles Lot 7: 120 vehicles Lot 8: 40 vehicles Lot 9: 40 vehicles
GIZ explicitly points out that breaking down the maximum amount to country level (sub-lots) is not feasible. Furthermore, GIZ has no obligation to order from an individual lot and/or sublot. The actual order quantities within the lots may vary considerably. GIZ is looking to offers from different suppliers and manufacturers.
GIZ asks the applicant or bidder to submit, complete or correct documents, within the framework laid down by law.

A bidder must submit a bid for at least five countries (sub-lots) per lot in order to be considered.
Self-declaration that there are no grounds for exclusion according to Section 123, Section 124 GWB and Section 2 WRegG.

- For the period from 2022 the company has gained experience in the supply & delivery of vehicles and can substantiate this with at least three reference projects from EU contracting authorities (in total for your offer; not for each lot/sub-lot offered).
- The company confirms that repair and maintenance services as well as spare part supply for the quoted electric vehicles are available within the respective country of destination.
- The company guarantees that all offered models can be registered for operation in each country of destination (sub-lot level).
- The company provides a warranty of at least 24 months or 40,000 km for all offered models in each destination country (at the sub-lot level).
The execution conditions result from the information given in the contract notice and the tender documents.
